RAIL STATION HELPS ADOPTION EFFORTS

Bill Gettman noted that adoptions from foster care were up 3% across the state in 2010
New York State Office of Children and Family Services (OCFS) Executive Deputy Commissioner Bill Gettman noted that adoptions from foster care were up 3% across the state in 2010. He reported that in the four counties of the Capital District, there were 89 adoptions in 2010--up 17%. In the past five years 386 children were adopted in the Capital District.

The Mental Health Association in New York State, Inc. (MHANYS) is hosting a series of community forums to discuss regional needs for the following:
  • Suicide Prevention Services - encourage public education and awareness and awareness on suicide prevention and intervention skills for their communities

  • Suicide Postvention Services - educate and assist communities in learning about the importance of suicide postvention efforts after an adult community member or youth dies by suicide

  •  Suicide Capacity Building Servicesprovide trainings and building/strengthening unified but diverse local coalitions.

Programs focusing on at-risk children have proven effective at reducing the rates of juvenile violence and incarceration, according to a report released today by State Comptroller Thomas P. DiNapoli.  

“Instead of waiting until a child becomes a delinquent, New Yorkers will be best served by addressing problems at the start,” DiNapoli said. “Keeping just one child out of the juvenile justice system saves our state $210,000 a year and even greater costs to victims and communities. Investing in children early is not only the right thing to do, but it also protects taxpayer dollars." Read more...

Mandate Relief Redesign Team's Web site

ALBANY, NY (01/19/2011) -- Governor Andrew M. Cuomo today announced the launch of the Mandate Relief Redesign Team's Web site to invite the public's participation in the process of reviewing and reforming underfunded and unfunded mandates across the State.

The Web site, http://governor.ny.gov/mandaterelief, includes electronic forms for Mandate Relief stakeholders and the public to suggest reforms to the system. The Web site will be an integral component to the reform process, which includes the Mandate Relief Redesign Team, created through an Executive Order by Governor Cuomo. The Web site will also include listings of the Team's public meetings and prepared reports.

-- Speeds Payments, Brings Savings to Counties --

The New York State Office of Children and Family Services (OCFS), partnering with local social services districts, has instituted a pilot program that streamlines how payments are made to parents receiving adoption subsidies.  Adoptive parents in pilot counties will have the option of receiving their subsidy benefits as a direct deposit to checking accounts or through a debit card issued by JP Morgan Chase Bank.

NYC Children’s Services (ACS) and the NYC Department of Education (DOE) are hosting the first-ever HIGH SCHOOL GOAL SATURDAY. This event is an opportunity for 7th and 8th graders currently in foster care to learn about the High School Admissions process and to receive 1-on-1 attention with discussing the various High School options and assistance with completing the required application that is due on December 3, 2010!

ALBANY, NY (9/14/2010) – Dads and father figures are urged to accompany their children to school on Tuesday, September 21, as part of national healthy families and responsible fatherhood initiatives.

The New York State Office of Children and Family Services (OCFS) and the New York State Office of Temporary & Disability Assistance (OTDA) are joining with local agencies and community groups to encourage participation in "Dads Take Your Child to School Day." While this event is designed to increase male involvement, all parents are encouraged to take their children to school. The continued participation of mothers, grandmothers, and other family members is essential to youth's success.

Commissioner Honored

Commissioner Gladys CarriónYear Up New York presented Gladys Carrión, Esq., Commissioner of the NYS Office of Children and Family Services, with its “Urban Empowerment Award” for her outstanding work with urban young adults.  She accepted the award Aug. 3 at the organization’s graduation ceremony, in which 46 young adults advanced into skilled employment and/or higher education. Part of a national organization (www.yearup.org), Year Up New York provides low-income young adults with skills, experience, and support to empower them to reach their full potential.

 


NYS OMH AND OCFS ANNOUNCE PLANS FOR MAJOR MENTAL HEALTH SERVICE EXPANSION FOR YOUTH IN BROOKLYN
(July 28, 2010)

The New York State Office of Mental Health (OMH) and the Office of Children and Family Services (OCFS) today announced a comprehensive solution to address the chronic need for community-based mental health alternatives in Brooklyn for children and their families, and the lack of intensive residential treatment in New York City for court-involved youth with mental health problems.

APEX (Awards for Publication Excellence)


The Office of Children and Family Services was recently recognized by APEX APEX(Awards for Publication Excellence) for its newly released self directed web-based child care training course – Shaken Baby Syndrome.  This Award of Excellence was granted under the category of Education and Training in Electronic and Video Publications.

The Shaken Baby Syndrome course was selected out of 333 entries.  This training course was launched on December 31, 2009 and has been attracting large numbers of child care providers to date.  Over 5,000 child care providers have successfully completed the course and evaluations are overwhelmingly positive.

$43 MILLION IN FEDERAL STIMULUS FUNDS

Fine Arts & Essay

The New York State Education Department, in collaboration with the New York State Office of General Services, is pleased to announce the 2010 Martin Luther King Jr. Fine Arts and Essay Display. All New York State schools are invited to submit student artwork and essays based on Dr. King's Six Principles of Nonviolence for a celebration of his birthday in January of 2010. The categories for student entries include writing, painting, drawing, sculpting and photography.

All entries must be postmarked no later than Monday, December 7, 2009, and will be placed on display for viewing in the Empire State Plaza one week prior to the King Holiday, on Monday, January 18, 2010 in Albany, New York.

Please encourage your students to take part in this historic celebration of Dr. King's life and ideals.

A New York Statewide Heart Gallery was unveiled at the Rensselaer Rail Station today (Nov. 17), and will remain on display for two months.

The traveling photo exhibit features professional portraits of children and youth in need of adoptive families. The display is a first for the station, and is a cooperative effort of the New York State Office of Children & Family Services (OCFS), which oversees adoption; Heart Gallery of America; the Capital District Transportation Authority (CDTA); and professional photographers who donated their services.

The meeting will be held in the New York City Executive Offices, and is open to the public. to members of the debate team at the OCFS MacCormick Secure Center (MSC) in Tompkins County, New York. 
They recently defeated the British National Debate Champions, who were on a two-month tour of universities in the United States.

Under the tutelage of Cornell University Professor Sam Nelson, the MSC debate team handily vanquished the British Team – and all the other university teams they’ve debated so far this year. The British Team enjoyed their visit so much, they’ve already asked for a rematch when they return to the U.S. next year.

Professor Nelson has been working with the MSC 18-resident debate team every Monday after school for five years now, leading them on discussions of current events and helping them to develop and exercise their critical thinking skills and the ability to speak extemporaneously in front of an audience.

For the third year, CSEA Local 663 Woman's Committee, in cooperation with OCFS Management, kicked off Breast Cancer Awareness Month and the "Save Lids to Save Lives" program by Yoplait at the Home Office in Renssealer. In 2008, CSEA/OCFS employees collected over 1,000 lids. CSEA distributed tubs of Yoplait to employees to remind them to contribute lids.

Handbook for Relatives Raising ChildrenHandbook for Relatives Raising Children

The NYS Office of Children & Family Services (OCFS) and the Office of Temporary & Disability Assistance (OTDA) have partnered to produce this Handbook for Relatives Raising Children. It was written for relatives who are raising, or considering raising, children in need of a stable home because their parents are unable to take care of them. The handbook discusses the various options available to relatives so they can make the best decisions for their own situations.

NOTE: A limited supply of handbooks has been sent to local social services districts for distribution to certain relatives (see Administrative Directive 09-OCFS-ADM-04). Others may read the handbook online or print out a copy.
