Minority and Women-Owned Business Enterprise (MWBE) Approved Utilization Plans and Waivers
In accordance with section 142.5 of Title 5 of the New York Codes, Rules and Regulations (NYCRR) upon execution of a state contract, state agencies must post the contractor’s MWBE utilization plan or the waiver, if granted. OCFS will be posting 30 days after the end of each quarter.
The utilization plan is required to be submitted in accordance with 5 NYCRR section 142.6. The approved utilization plan identifies the MWBE subcontractor(s) that will be utilized by the contractor and the scope of the MWBE subcontract.
Upon submission by a contractor of a waiver, a state agency may also grant a partial or total waiver of MWBE goal requirements on a state contract in accordance with 5 NYCRR section 142.7. For search purposes, contracts are listed chronologically by contract term dates then alphabetically by contract number.
Service-Disabled Veteran-Owned Business (SDVOB) Approved Utilization Plans and Waivers
In accordance with New York State Executive Law Article 17-B upon execution of a state contract, state agencies must post the contractor’s SDVOB utilization plan or the waiver, if granted. OCFS will be posting 30 days after the end of each quarter.
The utilization plan is required to be submitted in accordance 9 NYCRR section 252.2. The approved utilization plan identifies the SDVOB subcontractor(s) that will be utilized by the contractor and the scope of the SDVOB subcontract.
Upon submission by a contractor of a waiver, a state agency may also grant a partial or total waiver of SDVOB goal requirements on a state contract in accordance with 9 NYCRR section 252.2.
