<description><![CDATA[<p>Governor Andrew M. Cuomo today announced additional reform measures to strengthen the state&rsquo;s Shared Work program that will help businesses avoid layoffs during short term financial difficulties. In 2012, employers using the Shared Work program saved 3,280 jobs. So far in 2013, 280 Shared Work plans have been approved saving an estimated 945 jobs.</p>
<p>&ldquo;Any employer in New York considering layoffs should first contact the State Labor Department to determine how their jobs could be saved,&rdquo; Governor Cuomo said. &ldquo;Shared work can be that lifeline, not only for business, but also for employees and their families.&rdquo;</p>

<p style="text-align: left">The New York State Commission for the Blind and Visually Handicapped (CBVH) celebrated its 100th anniversary with a special event featuring former Governor David A. Paterson as the keynote speaker.</p>
<p>CBVH has consistently been a national leader in helping train and place blind and visually impaired individuals in competitive, integrated employment. Through their efforts, New York State leads the nation in employment statistics for the blind and visually impaired. In fact, they placed 60 percent more workers in jobs in 2011 than the next highest state. This past federal fiscal year, CBVH placed 403 consumers in jobs, beating their own previous year&rsquo;s record total of 388.</p>

<description><![CDATA[<p>The Office of Children and Family Services (OCFS) is pleased to announce that the New York State&rsquo;s proposed two-year plan to receive assistance under the Social Security Act and the Child Care and Development Block Grant Act of 1990, also known as the Child Care and Development Fund, is available on the OCFS website at <a href="http://www.ocfs.state.ny.us/main/CCDFStatePlan">www.ocfs.state.ny.us/main/CCDFStatePlan</a>.</p>
<p>Persons interested in providing oral testimony during the public hearings must register their intent to do so prior to the public hearing with the Division of Child Care Services, Office of Children and Family Services. The hearings are scheduled for April 23, 2013 in Rensselaer, NY, April 26, 2013 in New York City and April 30, 2013 in Rochester, NY. <p style="text-align: left">In connection with Child Abuse Prevention Month, the New York State Office of Children and Family Services, the NYS Children and Family Trust Fund and Prevent Child Abuse New York recently co-sponsored the 18th annual New York State Child Abuse Prevention Conference, &ldquo;Many Voices, One Vision,&rdquo; in Albany.</p>
<p>Laura Velez, Deputy Commissioner, OCFS Division of Child Welfare and Community Services opened the Plenary Session on April 17, which featured Johnnetta McSwain, MSW, who shared her personal journey of triumph through her Emmy&reg; Award-winning documentary, The Road Beyond Abuse, produced by Georgia Public Broadcasting and narrated by Jane Fonda. The film shows how she overcame vicious cycles of unimaginable childhood sexual, physical and emotional abuse, violence and self-destruction. Further, she presented her powerful and acclaimed 12 Step Self Awareness Model (SAM) to motivate conference attendees. Workshops OCFS partnered on included Healthy Families New York, Family Engagement, Building Parent Leadership through Community Cafes and Parenting Education. The conference provides professionals, advocates and caregivers with valuable tools to strengthen families, prevent child abuse, and improve outcomes for at-risk children and families.<br />

<p>This display will remain as a visible reminder throughout April that we promote happy, healthy childhoods in New York and in the City of Rensselaer. Pinwheels for Prevention,&reg; <a target="_blank" href="http://www.preventchildabuse.org/index.shtml"><strong>Prevent Child Abuse America </strong></a>and its 50 state chapters have introduced the pinwheel as the national symbol for child abuse and neglect prevention. The pinwheel stands as an uplifting reminder of childhood and the bright futures all children deserve. Pinwheels are often &ldquo;planted&rdquo; in a prominent location as a visible reminder that all of us play an important role in preventing child abuse and nurturing our community&rsquo;s children.</p>
<p>Pinwheels were sold at Rensselaer City Hall and OCFS offices at 52 Washington St. in Rensselaer. All of the proceeds will benefit City of Rensselaer Youth Programs.</p>

The Protective Services for Adults (PSA) program overseen by OCFS is available to New Yorkers age 18 or older, living in the community, who are at risk of abuse or neglect.&nbsp; PSA clients include the elderly, the mentally ill, the developmentally disabled and the abused and exploited. </span></div>

<description><![CDATA[<p>OCFS joined Albany County officials in kicking off a Safe Sleep public awareness campaign that will feature educational posters at CDTA bus shelters and on buses. Deputy Commissioner for Child Welfare Laura Velez represented OCFS, which helped fund the campaign. She noted that OCFS, under the direction of Commissioner Carri&oacute;n, has made safe sleep for infants a top priority. These deaths are preventable and partnerships such as this with the Albany County Child Fatality Review Team will get the message out to caregivers of the risks associated with unsafe sleep. According to Velez, it&rsquo;s as simple as A-B-C: have babies sleep ALONE, on their BACKS, in a CRIB. OCFS will also participate in an Albany County Task Force to consider other education and prevention strategies.</p>

<description><![CDATA[<p>The Kinship Guardianship Assistance Program (KinGAP) is designed for a foster child to achieve a permanent placement with a relative who had been the child&rsquo;s foster parent for at least six months.&nbsp;This program provides financial support and in most cases medical coverage for the child, beginning with the child&rsquo;s discharge from foster care to the guardian.&nbsp;OCFS is happy to report that over 100 children have been discharged from foster care and achieved permanency through the KinGAP program!&nbsp;If you would like more information about the KinGAP Program, please visit the <a href="http://ocfs.ny.gov/kinship/background_and_process.asp"><strong>KinGAP webpage</strong></a>.</p>]]></description>

<description><![CDATA[<p>&ldquo;New York&rsquo;s women have always been trailblazers in the pursuit of equality and justice in our nation,&rdquo; said Governor Cuomo. &ldquo;As the birth place of the women&rsquo;s rights movement in 1848, it is important that we continue that tradition by working toward achieving women&rsquo;s equality in all areas of our society. Through organizing efforts, governmental action or shattering glass ceilings in professions historically dominated by men, the women featured in this exhibit represent the very best of our State&rsquo;s tradition of national leadership in advancing equality and economic justice. I encourage all New Yorkers to visit this exhibit at the Capitol and share in the recognition of these extraordinary women.&rdquo;</p>
<p>The exhibit outlines the challenges women workers have faced since the early days of the Industrial Revolution, through the Civil War, to the Depression and World War II, and ending in the 20th century. Events from each period, like the first garment workers strike in New York City, the licensing of the nation&rsquo;s first female doctor and the Triangle Shirtwaist Factory fire, will give visitors a context for the evolution of struggle for workplace equality.</p>
<p>In addition to brief descriptions of each period, the exhibit will also feature biographies of some of the influential women who helped shape the fight for equality in their times. The biographies and descriptions will be complemented by a display of artifacts that pertain to the exhibit&rsquo;s theme.</p>

<description><![CDATA[<p>Domestic violence is a serious and prevalent crime within our society. Far too many young people experience teen dating violence and its myriad forms of control and abuse, which, sadly, can continue into adulthood, with the potential to destroy individual lives and entire families.<br />
Teen dating violence can involve physical, sexual, verbal, emotional, economic, or other abusive behavior including harassment via texting, email or instant messaging committed by a person intending to harm, threaten, intimidate, harass, control, isolate, or monitor another person with whom they have or have had a dating relationship. This is a reality for many teenagers, one of which many parents and guardians are unaware.<br />
National studies and surveys indicate that among women who have ever experienced rape, physical violence, and/or stalking by an intimate partner, more than 1 in 5 women experienced some form of intimate partner violence for the first time between the ages of 11 and 17 years, and nearly half were between 18 and 24 years of age when they first experienced violence by an intimate partner.<br />
New York State has focused on the teen dating violence with the development of a teen-focused dating abuse and healthy relationships website: respectlove.opdv.ny.gov.<br />
OCFS is joining in observing Teen Dating Violence Awareness Month by encouraging youth, families, schools, law enforcement communities, government agencies, elected officials, civic organizations and other interested groups to show support for organizations and individuals that provide critical advocacy to victims and promote public awareness of teen dating violence.<br />

<p>The first brochure, &ldquo;Are You Pregnant? Scared? Alone?,&rdquo; provides information on safe havens for infants.&nbsp; Each year, babies die because they are abandoned by people who couldn&rsquo;t take care of them. <p>The National Youth in Transition Database (NYTD) is a national effort to obtain youth input about the foster care experience to guide future policy decisions. By sharing basic information about the services received while in care, youth are being given a chance to leave a lasting legacy. The only people who truly know what it&rsquo;s like to be in foster care are the youth who have been there.</p>

NYTD offers youth an opportunity to provide input by providing basic information about their employment, education, health care situation, and other services they receive. Participation in the NYTD data collection is voluntary.</p>

<description><![CDATA[<div style="text-align: justify; line-height: normal; margin: 0in 0in 10pt"><span style="background: white">It is considered to be one of the fastest growing criminal industries, with an estimated 100,000 children throughout the country involved each year.</span> In 2008, New York State enacted the &ldquo;Safe Harbour for Exploited Children Act&rdquo; to remove sexually exploited youth from the jurisdiction of the criminal or juvenile justice systems to the family courts where these children and their families can receive the support and services they need.</div>
<div style="text-align: justify; line-height: normal; margin: 0in 0in 10pt">In State Fiscal Year 2012-2013, OCFS received an appropriation of $1.5 million for &ldquo;services and expenses associated with sexually exploited children.&rdquo; This funding provides an opportunity to further Governor Cuomo&rsquo;s commitment to address the needs of sexually exploited children through the development and implementation of a statewide child welfare response to child trafficking.&nbsp;OCFS contracted with International Organization for Adolescents (IOFA) to develop a comprehensive statewide approach to child trafficking.&nbsp; A pilot program involving the counties of Erie, Monroe, Onondaga, Westchester, and the five boroughs of New York City is being launched to help identify and help child victims.&nbsp;The lessons learned from the pilot will be the blueprint for statewide implementation.</div>

<p>Our American family is bound together by caring individuals who make it their mission to serve others. During National Mentoring Month, we pay special tribute to the men and women who enrich the lives of our young people and fortify the unbreakable bonds between one generation and the next.</p>
<p>Mentors know that helping a child unlock their full potential begins with care, guidance, and support -- which is why my Administration is proud to celebrate mentorship nationwide through programs that help young people see the strength within themselves. We created the Corporate Mentoring Challenge, which encourages businesses across our country to open or expand mentoring programs that equip our youth with the tools to achieve. We have connected young men and women in the Washington, D.C., area with mentors at the White House, and we have partnered with groups across the public, private, and nonprofit sectors to build pathways to summer job opportunities for low-income and disconnected youth. And since 2010, we have worked to build strong connections between children and responsible adults through our Fatherhood and Mentoring Initiative.</p>
<p sizcache="16" sizset="146">A supportive mentor can mean the difference between struggle and success. As we mark this important occasion, I encourage all Americans to spend time as a mentor and help lift our next generation toward their hopes and dreams. Governor Andrew M. Cuomo today announced an on-going statewide holiday giving drive to benefit families hit hard by Hurricane Sandy. <br />
<br />
The Office of General Services (OGS) has set up drop-off locations across the state for businesses and individuals to bring the toys which will be distributed to children in communities affected by the storm. The Governor will visit affected areas to deliver toys and other donated supplies.<br />
<br />
&quot;In times of hardship, New Yorkers have always come together to support their neighbors and lend a hand to those in need,&quot; Governor Cuomo said. &quot;By donating a toy, all New Yorkers have a chance to bring some much-needed holiday cheer to a child in a community that was devastated by Hurricane Sandy.&quot;<br />
<br />
Several toy producers and companies have agreed to join the Toy Drive. Toys R Us is providing $5,000 worth of gift cards to purchase toys, and Carnegie Hall has agreed to donate 200 musical toys. The Toy Drive began last week.<br />

<description><![CDATA[<div><span style="color: #1f497d">The Public Private Partnership RFP </span><span style="color: #1f497d">has been issued</span><span style="color: #1f497d">.&nbsp; The purpose of the RFP is to pilot partnerships designed to increase services for at-risk children and youth and to prevent involvement with the child welfare and juvenile justice systems.&nbsp; Five program types are prioritized</span><span style="color: #1f497d">:</span><span style="color: #1f497d"> HFNY Home Visiting programs, Parent-Child Home programs, Child Care Resource and Referral services, trauma informed programs in child care or school settings, and professional development programs for schools.&nbsp; </span></div>

<title><![CDATA[New York State Office of Children and Family Services Designates New Administrator for New York State Preferred Source Program for People Who are Blind

<description><![CDATA[<p><span style="font-family: ; font-size: 12pt">The New York State Office of Children and Family Services and its Commission for the Blind and Visually Handicapped (CBVH) designated National Industries for the Blind (NIB), the nation&rsquo;s leading employment resource for people who are blind, to administer the New York State Preferred Source Program for people who are blind. </span></p>
<p><span style="font-family: ; font-size: 12pt"><o:p></o:p></span></p>
<div><span style="font-size: 12pt">Effective December 1, 2012, NIB assumed the day-to-day management of the Preferred Source Program for eight affiliated nonprofit agencies for the blind in New York State. These agencies employ nearly 400 people who are blind and generate approximately $30 million in sales of products and services sold primarily to New York State and local government agencies. </span></div>
<div><span style="font-size: 12pt">Officials from the New York State Office of Children and Family Services, which oversees the Commission for the Blind and Visually Handicapped, and NIB held a special signing ceremony yesterday to announce the designation. </span></div>
<div><span style="font-size: 12pt">&ldquo;OCFS expects that NIB's expertise and demonstrated success will lead to increased employment opportunities for blind and visually impaired New Yorkers,&rdquo;&nbsp;said Gladys Carri&oacute;n, Commissioner of the New York State Office of Children and Family Services. &ldquo;This change in management will result in a business model which will encourage job growth and potential expansion at the eight certified affiliates around the state.&rdquo;</span></div>
<div><span style="font-size: 12pt">NIB, an Alexandria, Virginia-based nonprofit organization, brings nearly 75 years of experience supporting a similar, nationwide purchasing program for the federal government, known as the AbilityOne<sup>&reg;</sup> Program. NIB works with 90 associated agencies across the United States to create and sustain employment for nearly 6,000 people who are blind. </span></div>
<div><span style="color: windowtext; font-size: 12pt">&ldquo;NIB will use its experience in creating jobs throughout the country to grow and maintain employment opportunities for people who are blind in New York State,&rdquo; said Kevin Lynch, President and CEO of NIB. &ldquo;We are pleased to offer our expertise and help make a difference.&rdquo; </span></div>
<div><span style="font-size: 12pt">NIB will maintain an office in Albany, New York, and will manage order processing, customer service, sales, and accounting functions for the New York State Preferred Source Program for people who are blind.</span></div>
<div><span style="font-size: 12pt">The New York State Preferred Source Program for people who are blind is a statewide initiative to create and sustain employment opportunities for New Yorkers who are blind or visually impaired. State and local agencies are required to purchase certain products or services made by people who are blind who work at affiliated nonprofit agencies in New York State. </span></div>

<description><![CDATA[<p><span style="font-family: ">On November 20, Governor Cuomo issued Executive Orders <a href="http://ocfs.ny.gov/main/assets/EO78_11-21-2012.pdf">78</a> and <a href="http://ocfs.ny.gov/main/assets/EO81_11-21-2012.pdf">81 </a>under his authority to temporarily suspend and otherwise alter or modify specific provisions of law during a State disaster emergency.&nbsp; <a href="http://ocfs.ny.gov/main/assets/EO78_11-21-2012.pdf">Executive Order 78 </a>sets forth the list of State statutes and regulations applicable to the programs under the jurisdiction of OCFS which have been temporarily suspended, altered or modified in the counties of Bronx, Kings, Nassau, New York, Orange, Queens, Putnam, Richmond, Rockland, Suffolk, Sullivan, Ulster, and Westchester, and provides that such suspensions, alterations and modifications took effect as of October 26, 2012, the date the disaster emergency commenced.&nbsp; <a href="http://ocfs.ny.gov/main/assets/EO81_11-21-2012.pdf">Executive Order 81 </a>extends the effective date of Executive Order 78 through December 25, 2012.</span></p>]]></description>

<title><![CDATA[Suffocation, Entrapment Risks Prompt Recall of PeaPod Travel Tents by KidCo

<description><![CDATA[<p>Infants and young children can roll off the edge of the inflatable air mattress, become entrapped between the mattress and the fabric sides of the tent, and suffocate.</p>
<p>CPSC is aware of a death of a 5-month-old boy in December 2011 in New York, New York, who was found with his face pressed against the side wall of the tent. The cause of death was not determined.</p>
<p>In addition, CPSC is aware of six reports and Health Canada is aware of three reports of children who became entrapped or experienced physical distress in the product. Two of the six reports included infants who were found crying underneath of the mattress that had not been inserted into the zippered pocket on the bottom of the tent.</p>
<p>The KidCo PeaPod Travel Beds and PeaPod Plus Travel Beds are small, portable sleep tents marketed for use by infants from birth to 3+ years, depending on the model. The tents have a zippered side for putting in and taking out the child and have an inflatable air mattress that fits into a zippered pocket underneath the floor of the tent. The tents fold into a compact round shape and come with a fabric bag for storage and transport.</p>

<p>The travel tents were made in China and sold at independent juvenile specialty stores nationwide and online at Amazon.com from January 2005 through the present for between $70 and $100.</p>
<p>Consumers should immediately stop using the tents and contact KidCo to get a free repair kit. The kits will vary depending on the model and will be shipped to consumers starting in December 2012. </span><b>ALBANY, N.Y. </b>(<b>November 7, 2012)</b>&nbsp; &ndash; New York State Health Commissioner Nirav R. Shah, M.D., M.P.H., is urging residents impacted by Hurricane Sandy to stay safe, as a Nor&rsquo;Easter approaches coastal areas. Commissioner Shah also warned people who may have lost power due to Hurricane Sandy that deadly carbon monoxide (CO) can result from the improper use of alternate power sources. &nbsp;<span style="font-size: 10pt"><br />
<br />
</span>&ldquo;Carbon monoxide is known as the silent killer because it can strike without warning, causing severe injury and potential death,&rdquo; said Commissioner Shah. &ldquo;That is why it is critical to take the proper steps to be as safe as possible.&rdquo;<span style="font-size: 10pt"><br />
<br />
</span>Carbon monoxide poisoning is the leading cause of poison-related fatalities in the United States. &nbsp;According to the Centers for Disease Control and Prevention (CDC), CO is responsible for approximately 450 deaths and over 20,000 injuries every year. &nbsp;</div>
<div>Poisoning occurs when CO&mdash;an odorless, colorless, and tasteless gas&mdash;escapes from fuel-burning appliances and becomes trapped in enclosed spaces. &nbsp;Poisonings from CO are often caused by faulty furnaces, improperly operating portable generators, or using other fuel-burning devices indoors.</div>
<div>Although CO poisoning occurs frequently, the following tips can help to prevent it from happening to you.</div>
<div><b>Tips on proper maintenance and operation of dangerous CO producers</b></div>
<div style="margin: 0in 0in 0pt 0.5in"><span style="font-size: 10pt"><br />
</span>&middot; Never run generators in indoor spaces, such as garages, basements, porches, crawlspaces or sheds, or in partly enclosed spaces such as carports or breezeways. Generators should only be operated outside, far away from (25 feet or more if possible) and downwind of buildings.</div>
<div style="margin-left: 0.5in">&middot; Never use a gas range or oven for warmth. Using a gas range or oven for warmth can cause a buildup of toxic CO inside your home, cabin, or camper.</div>
<div style="margin-left: 0.5in">&middot; Never use a charcoal grill or a barbecue grill in your home or garage. Using a grill indoors will cause a buildup of toxic CO.</div>
<div style="margin-left: 0.5in">&middot; Never start up or run any gasoline-powered engines (mowers, weed trimmers, snow blowers, chain saws, generators, or other small motors) in enclosed spaces.</div>
<div style="margin-left: 0.5in">&middot; Never use a stove or fireplace unless it is properly installed and vented. Annually, have it inspected and have oil and gas heat and hot water systems serviced.</div>
<div style="margin-left: 0.5in">&middot; Never run your car or truck or motorcycle inside a garage that is attached to a house or in a detached garage with the garage door shut; open the door to remove CO and other toxic gases in the exhaust.</div>

</span><b>Symptoms of CO poisoning</b></div>
<div>CO is known as the &quot;silent killer.&rdquo; It can prevent the body from getting oxygen. Symptoms can be flu-like: nausea, headache, dizziness, shortness of breath, sleepiness, weakness. &nbsp;In large amounts, CO can cause loss of consciousness, brain damage, or death.</div>

</span>&middot; Install a CO detector which is battery-powered or has a battery back-up, and is certified by Underwriters Laboratories (UL).</div>
<div style="margin-left: 0.5in">&middot; Carefully follow manufacturers' installation, use, maintenance, and replacement instructions.</div>
<div style="margin-left: 0.5in">&middot; Check the CO detector batteries twice a year.</div>
<div style="margin-left: 0.5in">&middot; If the alarm sounds, get out of the building.</div>
<div style="margin-left: 0.5in">&middot; Don't let having a CO detector lull you into a false sense of security. <b>Preventing</b>&nbsp;the problem is better than relying on an alarm.</div>

<title><![CDATA[GOVERNOR CUOMO AUTHORIZES TRANSFER OF TRYON BOYS AND GIRLS CENTER TO FULTON COUNTY IDA]]></title>

<description><![CDATA[<p><span style="font-size: larger"><span style="font-family: Arial"><span style="mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: AR-SA">The Tryon Facility will be transferred to FCIDA at no cost, allowing the IDA to move forward with plans to redevelop the more than 500 acre property in the towns of Perth and Johnstown into an industrial and commercial business park. The proposed Tryon Technology Park and Incubator Center is expected to attract significant new investment and create hundreds of new jobs in the Mohawk Valley.</span></span></span></p>
<p>&nbsp;<span style="font-size: larger"><span style="font-family: Arial">&ldquo;I have repeatedly said that government must be more efficient, more effective and more responsible &ndash; and that promise is what sparked today&rsquo;s action,&rdquo; said Governor Cuomo. &ldquo;When I visited the Tryon Facility, I found an empty and deteriorating building where tax payer dollars were going to waste, but now it has a new beginning as a place for cutting edge technology and job creation that&rsquo;ll boost the local economy.&rdquo;<br />
<br />
The Tryon Facility is one of eleven New York State correctional and juvenile facilities closed last year as a part of Governor Cuomo&rsquo;s plan to consolidate state government services and increase the efficiency of the juvenile justice facility system<span style="color: #2f2f2f">. </span>The NYS Office of General Services (OGS), the Office of Children and Family Services (OCFS), the Department of Corrections and Community Supervision (DOCCS) and ESD were tasked with ensuring the disposition of these large institutional properties. </span></span></p>
<p><span style="font-size: larger"><span style="font-family: Arial">It was determined the transfer of the Tryon Facility to the FCIDA would produce the greatest economic benefit to the local area, creating jobs and expanding the tax base. The plan includes a $3.14 million redevelopment of the Tryon Facility into a business park, which is being supported by a $2 million grant provided in the first round of Governor Cuomo&rsquo;s Regional Economic Development Councils (REDC) awards.<br />
<br />
&ldquo;The transfer of the Tryon facility clearly represents two of Governor Cuomo&rsquo;s priorities &ndash; right sizing government and job creation,&rdquo; said ESD President, CEO &amp; Commissioner Kenneth Adams. &ldquo;By closing this facility, Governor Cuomo demonstrates his commitment to responsible use of taxpayer dollars, while his focus on the re-use of Tryon as a business park highlights his dedication to rebuilding New York&rsquo;s economy.&rdquo; <br />
<br />
&ldquo;Governor Cuomo has made it clear that state government needs to operate more efficiently and work closely with local governments to increase opportunities for the people of New York,&rdquo; Office of General Services Commissioner RoAnn Destito, said. &ldquo;This transfer, when complete, will accomplish both. The state will no longer spend taxpayer dollars maintaining a property it doesn&rsquo;t need and Fulton County will have an asset that it can market to attract new businesses and jobs.&rdquo;<br />
<br />
&ldquo;The Tryon facility has long been an important part of the region,&rdquo; noted OCFS Commissioner Gladys Carri&oacute;n, &ldquo;And I am pleased that it will continue to serve as a critical economic resource to benefit the community. Repurposing the Tryon property preserves the investment our state made in the facility for decades and it will now be a part of development for many more to come.&rdquo;<br />
<br />
&ldquo;The redevelopment of the former Tryon Campus represents an outstanding opportunity to take a negative consequence, the closing of the former Tryon Boys and Girls Center and the loss of jobs, and turn it into a positive opportunity to create new jobs for the Fulton County Region,&rdquo; said James Mraz, Executive Director of the FCIDA. </span></span></p>
<p><span style="font-size: larger"><span style="font-family: Arial">&ldquo;The FCIDA appreciates the cooperative working relationship that has been forged between it, Governor Cuomo, the Governor&rsquo;s Office, ESD, NYSOGS, Senator Farley, Assemblyman Butler, the Fulton County Board of Supervisors, Towns of Perth and Johnstown, and the City of Gloversville to complete this historic transaction.&rdquo;<br />

The transfer of the facility is contingent upon final approval by the New York State Attorney General&rsquo;s office and the Office of the New York State Comptroller.<br />
<br />
Redevelopment of the Tryon Facility into an industrial park has widespread local support and was identified as a regionally significant project in the strategic plan adopted by the Mohawk Valley&rsquo;s Regional Economic Development Council in November of 2011. The transformation of the Tryon Facility into the Tryon Center is slated to begin with design work this year and to be fully completed by December 2015.<br />
<br />
&ldquo;The Mohawk Valley Regional Economic Development Council recognizes the significant, positive impact the redevelopment of the Tryon Facility will have on the surrounding communities and is pleased to see that its recommended action to transfer the facility to the IDA is moving forward,&rdquo; said Regional Council Co-chairs Lawrence T. Gilroy III, President of Gilroy, Kernan &amp; Gilroy Inc and Bjong Wolf Yeigh, President of SUNYIT. &ldquo;The closure of the detention facility has created a clear opportunity for economic growth in the region and the facility's reuse as a business park closely aligns with the Council&rsquo;s long-range vision for a prosperous Mohawk Valley.&quot;<br />

&ldquo;This is a very promising development for Fulton County,&rdquo; said Assemblyman Marc Butler. &ldquo;Senator Farley and I have been pleased to work with local officials to turn this into a positive. We&rsquo;re pleased we&rsquo;ve reached this step and we look forward to continued cooperative efforts to make this a reality. The FCIDA has a track record and experience in the development, operation and management of business parks in Fulton County. The FCIDA was responsible for the successful development of the Glove Cities Industrial Park, the Crossroads and Johnstown Industrial Parks and the Crossroads Business Park. Each of these industrial parks is at or near capacity, thereby limiting the FCIDA&rsquo;s ability to attract new businesses to the Fulton County.<br />

<description><![CDATA[<div style="text-align: justify">Dads and father figures across New York State are encouraged to accompany their children to school on Thursday, September 20, as part of an ongoing effort to promote healthy families.&nbsp;</div>
<div style="text-align: justify">The New York State Office of Children and Family Services (OCFS) and the Office of Temporary and Disability Assistance (OTDA), in partnership with federal, state and local government, local community groups, and local schools, are working together to encourage participation in &ldquo;Dads Take Your Child to School Day.&rdquo;&nbsp;</div>
<div style="text-align: justify">Dads Take Your Child to School Day, held every September, is a one-day event designed to engage fathers in their children&rsquo;s education. Schools, Head Start centers and community-based organizations use this opportunity to get to know the fathers of their students, and to encourage them to remain involved throughout the school year. Active involvement of a father figure is likely to improve the student&rsquo;s performance in school. Success in school will make the student more likely to have a successful life after school. There are various activities planned for the participating sites.&nbsp;&nbsp;</div>

So it is with great pride that once again, we are seeing dads from every corner of our city taking part in Dads Take Your Child to School Day. Roach, of White Plains</b>, where a number of schools are participating. &ldquo;Fathers have the ability to impart worth and confidence to a child in a unique way, and that is something children carry with them into adulthood. Children need positive male role models just as much as they need positive female ones while they are growing up to guide them through all of life's challenges and joys.&quot;&nbsp;&nbsp;</div>

<div style="text-align: justify">Dads Take Your Child to School Day is part of OCFS&rsquo;s fatherhood initiative promoting responsible fatherhood and healthy families. In its sixth year, there are over 300 participating locations including schools and Head Start centers statewide.</div>

<div>This OCFS Home Visiting Program operates in 36 sites across the state to help expectant families and new parents with newborns, providing home visits until their child enters school or Head Start. The program targets families who are at high risk for child abuse or neglect due to factors such as being a teen or having a history of substance abuse.&nbsp;It focuses on the safety of children while at the same time supporting families.&nbsp;HFNY had a 48% reduction in LBW deliveries among women who enrolled before the 31st week of pregnancy.</div>

<description><![CDATA[<div>The FBI&rsquo;s Child ID App is a great tool for parents, giving them an easy way to electronically store pictures and vital information about their children in case they go missing&mdash;whether it&rsquo;s a toddler wandering away at the mall or a teen who has been snatched by a stranger.</div>
<div>This free app provides a convenient place to electronically store photos and vital information about your children so that it&rsquo;s literally right at hand if you need it. You can show the pictures and provide physical identifiers such as height and weight to security or police officers on the spot. Using a special tab on the app, you can also quickly and easily e-mail the information to authorities with a few clicks.<br />

The app includes tips on keeping children safe as well as specific guidance on what to do in those first few crucial hours after a child goes missing. Links to additional resources for families and victims are provided as well.<br />

<div>In a recent report by the Federal Rehabilitation Services Administration (RSA), which evaluates the performance of 24 state agencies throughout the country that serve the blind and visually impaired, CBVH placed 60% more workers in jobs last year than the next highest state.</div>
<div>&nbsp;</div>
<div style="text-indent: 0.5in">CBVH has been an active partner in the National Employment Team of the Council of State Administrators of Vocational Rehabilitation.&nbsp;Through this partnership, CBVH has been able to develop relationships with national private and public employers to obtain employment opportunities for the blind and visually impaired in New York State.&nbsp;CBVH also works closely with community partners to increase sharing of job leads and develop relationships with local employers.&nbsp;</div>

<div style="text-indent: 0.5in">&ldquo;We are so proud that these valuable partnerships have resulted in career opportunities for the clients of CBVH, who bring valuable skills to the workforce,&rdquo; said OCFS Commissioner Gladys Carri&oacute;n, Esq.&nbsp;&ldquo;These jobs are prime examples of how best to provide growth opportunities for diverse populations and foster success.&rdquo;</div>

<div style="text-indent: 0.5in">The CBVH vocational rehabilitation program helps people with visual impairments gain valuable employment skills, and works closely with community organizations and vocational rehabilitation agencies to train and develop candidates based on employer needs. The employees who are placed through the CBVH program report high job satisfaction and receive support not only from CBVH but also from their supervisors and co-workers.</div>

<div style="text-indent: 0.5in">The RSA report encompassed six broad categories and CBVH was one of only 3 in the nation that passed the 2011 standards in all six categories.&nbsp;CBVH was also noted for best practices in several areas including the Summer Employment Experience Program for youth, employer business kits that improve employment outcomes, and outreach initiatives to unserved and underserved individuals.</div>

    <li>Social services workers only: where the social services worker has reasonable cause to suspect that a child is an abused or maltreated child where any person comes before you in your professional or official capacity and states from personal knowledge, facts, conditions or circumstances which, if correct, would render the child abused or maltreated.</li>
</ol>
<ul>
    <li>The penalty for failure to report is a Class A misdemeanor (punishable by up to a year in jail and/or a fine of up to $1,000) and the mandated reporter can also be held civilly liable for the damages proximately caused by the failure to report.</li>
    <li>The legal obligation to report suspected child abuse and maltreatment rests on the individual mandated reporter.</li>
    <li>After the report is made to the SCR, a mandated reporter who works in a medical or other public or private institution, school, facility, or agency must inform the organization&rsquo;s leader and/or a person designated by the organization&rsquo;s leader for that purpose.&nbsp;</li>

<description><![CDATA[<p>A recent study conducted by the American Academy of Pediatrics showed that in just one hour, vehicle temperatures can reach up to 117 degrees Fahrenheit even though it&rsquo;s only 72 degrees outside. That same study reported that cars with cracked windows can still result in temperatures rising 19 degrees in just 10 minutes. These deaths are preventable.</p>

<description><![CDATA[<div style="margin: 0in 0in 10pt; line-height: normal"><span style="font-size: 12pt">The Industry Residential Center held its 3<sup>rd</sup> Annual Basketball camp recently under the direction of Jack Rosati, member of the Industry Board of Visitors and coach at Robert Wesleyan College. &nbsp;Don Bovenzi and Andy Paris, area college coaches, assisted. Seventeen residents participated in the five-day camp, learning and practicing a variety of basketball skills with an emphasis on attitude, academics, attendance and athletic ability. &nbsp;The last day of camp featured a full-court basketball game officiated by 3 college referees. Following, an award ceremony was held with guest speaker Nigel Moore of Rochester, &nbsp;who plays professional basketball in Germany &amp; Finland. &nbsp;He spoke about his life experiences and the impact basketball has had on his life. </span></div>]]></description>

<p>The Healthy Families New York Fatherhood Initiative recognizes how important dads are to the healthy growth and development of their children and the success of their family. The initiative promotes and encourages dads to get involved and to be an active part of their children&rsquo;s lives.</p>
<p>What exactly is a &ldquo;dad,&rdquo; and why do dads matter so much in the lives of children? We define a &ldquo;dad&rdquo; as any man who is or wants to be actively involved in raising a child. This includes fathers, stepfathers, grandfathers, uncles and noncustodial fathers. Dads matter so much in the lives of their children, because studies show that children with involved, loving fathers have healthier self-esteem, are more likely to do well in school, and exhibit better social behaviors than those children who have uninvolved fathers.<br />

<description><![CDATA[<p>The Mental Health Foundation is pleased to announce its 2012 <strong><a target="_blank" href="http://www.ocfs.state.ny.us/main/assets/MHF%202012%20Grant%20RFP%20Release.pdf">&ldquo;It&rsquo;s OK to Talk About It&rdquo; Grant Initiative</a></strong>. Funding is available to individuals and not-for-profit organizations to support projects designed to improve access to mental health related education and services for young adults.</p>
<p>The &ldquo;It&rsquo;s Okay to Talk About It&rdquo; grant program was suggested to the foundation by Marylou Whitney and her husband, John Hendrickson. This grant program has been established to support initiatives encouraging young people about dealing with the challenges of mental illness.</p>]]></description>
