</strong>WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission has released several voluntary recalls over the past week of the following consumer products. As always, consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.<br />

<span style="color: #008080"><strong>Name of Product</strong></span>: Target Home Bunny Sippy Cup<br />
<span style="color: #008080"><strong>Units</strong></span>: Approximately 264,000<br />
<span style="color: #008080"><strong>Importer</strong></span>: Target Corporation; Minneapolis, Minn.<br />
<span style="color: #008080"><strong>Hazard</strong></span>: The ear on the bunny sippy cup can poke a child in the eye area while using the cup for drinking, posing an injury hazard.<br />
&nbsp;</p>
<p><span style="color: #008080"><strong>Incidents/Injuries</strong></span>: Target has received six reports of incidents where the plastic ear poked children during routine use of the product. Cuts and bruises were reported in three of these reports.<br />

Thanks to all who helped out and to those who dropped off items. </span></div>

<description><![CDATA[<p>Name of product: <strong>Push 'N Snap Cabinet Locks<br />
</strong>Units: <strong>About 900,000<br />
</strong>Importer: <strong>Dorel Juvenile Group (DJG) Inc., of Columbus, Ind.</strong></p>
<p><strong>Hazard:</strong> Young children can disengage the cabinet locks, allowing access to cabinet contents and posing the risk of injury, due to dangerous or unsafe items.</p>
<p><strong>Incidents/Injuries:</strong> DJG has received 200 reports of locks that did not adequately secure the cabinet, including reports of damaged locks. Of the reported incidents, the firm is aware of 140 children between the ages of 9 months and 5 years who were able to disengage the locks and gain access to the cabinet's contents. In three of the reported incidents, the children who gained access swallowed or handled dishwashing detergent, window cleaner or oven cleaner, and were treated, observed and released from emergency treatment centers.<br />

<p style="background: white"><span style="font-family: ">Still busy with the details of adjusting to a new job, she did not hesitate when the New York State Commission for the Blind and Visually Handicapped (CBVH) approached her last year about providing a work experience training (WET) opportunity for Mark McClave of Fulton, a blind client.<o:p></o:p></span></p>
<p style="background: white"><span style="font-family: ">Work experience training lasts one to three months, with CBVH paying the client&rsquo;s salary and the work site providing training and supervision. &ldquo;When John Scott of CBVH approached me with this idea, I thought, &lsquo;A blind person in a library?&rsquo; But, I believe in keeping an open mind,&rdquo; Maute said. She learned about technology such as ZoomText, which enlarges text on a screen, and Pebble, a portable electronic magnifying device.<o:p></o:p></span></p>
<p style="background: white"><span style="font-family: ">With these accommodations, McClave can check books in and out, shelve books, collect fines, make copies, send faxes, work at the library&rsquo;s book sale, make signs and flyers, and keep up with paperwork. Maute said that McClave has a wonderful rapport with the library&rsquo;s customers, getting to know them and recommending books.&nbsp; &ldquo;I get pleasure from hearing people get fired up about books,&rdquo; he said. McClave is working on renovating the young adult collection, studying which books are popular. &ldquo;It blows my mind, what Mark can do.&rdquo; Maute said.<o:p></o:p></span></p>
<p style="background: white"><span style="font-family: ">The original plan called for McClave&rsquo;s WET to end, and for the library to hire him, in March. However, city budget cuts derailed the hiring part of the plan, and CBVH extended his WET until May with the hope that the budget issues will be resolved by then. &ldquo;This is heartbreaking, because everyone loves Mark. He is one of the best employees a director could ask for,&rdquo; Maute said.<o:p></o:p></span></p>
<p style="background: white"><span style="font-family: ">If McClave is hired, he would work as a part-time library aide and study for a Master of Library Science degree. He already has a bachelors degree in sociology from SUNY Oswego. Maute said that she has been encouraging McClave to get his masters since their first meeting. Her advice for other potential employers of people with disabilities?&nbsp; &ldquo;Keep an open mind. You might see a skill you can utilize. Also, meet face-to-face before you make a decision. If I had just seen a resume, I probably wouldn&rsquo;t have gone further,&rdquo; she said.<o:p></o:p></span></p>
<p style="background: white"><span style="font-family: ">Maute has special praise for CBVH&rsquo;s WET program: &ldquo;It&rsquo;s a way to give a start to someone. It&rsquo;s low risk for the employer; we don&rsquo;t have to pay while we assess the person&rsquo;s strengths and skills.&rdquo;<o:p></o:p></span></p>
<p style="background: white"><span style="font-family: ">Lise Mayo is placement coordinator for Blind Employment Services at AURORA of CNY, Inc. a nonprofit that administers the WET program for CBVH and often makes the initial match between client and employer. &ldquo;Our goal is to find a good fit between the capabilities of the person and what the employer wants. We have access to exciting technology that enables people to do things that were impossible before,&rdquo; she said.<o:p></o:p></span></p>
<p style="background: white"><span style="font-family: ">Mayo said she sees employers becoming more receptive to learning about ways to make people with disabilities part of their workforce. &ldquo;Co-workers benefit too when there is true diversity in the workplace,&rdquo; she said.<o:p></o:p></span></p>
<p style="background: white"><span style="font-family: ">As for her own part in the process, Mayo, who has a masters degree in rehabilitation counseling from Syracuse University, said, &ldquo;It is such a rewarding career, to have the opportunity to see people experience success. I don&rsquo;t know how many people see that in their lifetimes. It&rsquo;s kind of a high when it all comes together and we open doors that might have been closed.&rdquo;<o:p></o:p></span></p>

<p><a title="Frank Senior" href="http://www.nydailynews.com/topics/Frank+Senior">Frank Senior</a> was born blind, but that doesn&rsquo;t stop him from giving sensory tours of the city, dubbed &ldquo;Dialog in the Dark,&rdquo; at the South Street Seaport.</p>
<p>He gently guides fully-sighted people through different simulated city destinations: Central Park, a Fairway supermarket, the subway, Times Square and a coffee shop.</p>
<p>&ldquo;It&rsquo;s really to give people an idea of what it&rsquo;s like to move about in a blind world, so it&rsquo;s about using your other senses,&rdquo; Senior, a spry 59-year-old, said in his Co-op City home. &ldquo;Being blind is all about trust. You have to trust your instincts first of all, and that will help you trust the people that you run into on a day-to-day basis.&rdquo;</p>

<p>Since the start of public policies aimed at sending more lawbreakers to prison through &quot;three strikes&quot; measures in 1991, the number of children with an incarcerated parent has risen by 80 percent, and the number of children with a mother in prison has more than doubled in that time. The rise in maternal incarceration has important implications for child welfare agencies because female inmates often are mothers of minor children, and many are single parents. Research has shown that when women with children are incarcerated, their arrests and imprisonment substantially increase the chances that their children will be placed in foster care. This year 27 adoptions have been finalized and seven more are pending. The number of children in foster care has decreased nearly 72 percent since DCYF was created in 2001. Currently, there are 156 children in foster care in Albany County, compared to over 550 in foster care in 2001.</span></div>

<description><![CDATA[<div><strong>Drop-Side Cribs</strong></div>
<div>The CPSC, along with the Dutailier Group, Inc., also announced a voluntary recall of their <a href="http://www.cpsc.gov/cpscpub/prerel/prhtml12/12032.html" target="_blank"><strong>drop-side cribs</strong></a>. The slats on the drop side can detach from the top and bottom rails creating a space between the slats. An infant and toddler's body can become entrapped in the space which can lead to strangulation and/or suffocation. A child can also fall out of the crib. The cribs were sold at children&rsquo;s products stores and other baby specialty stores from January 2009 through February 2010 for between $425 and $775. Consumers should immediately stop using the recalled cribs and contact Dutailier Group to receive a free repair kit. In the meantime, parents are urged to find an alternate, safe sleeping environment for the child. &nbsp;Contact the Dutailier Group toll-free at 800-363-9817 Monday through Thursday from 8:30 a.m. to 5 p.m. Eastern, and on Fridays from 8:30 a.m. to 4 p.m. Eastern.</div>
<div><strong>Magnetic Sketch Boards </strong></div>
<div>The CPSC, along with Battat Inc, announced a voluntary recall of <a href="http://www.cpsc.gov/cpscpub/prerel/prhtml12/12031.html" target="_blank"><strong>Toulouse-Lap Trec magnetic sketch boards</strong></a>. The magnetic tip of the drawing pen can dislodge from the pen, posing a choking hazard to children. The recall involves the Toulouse-LapTrec magnetic sketch board that has a white plastic writing surface bordered by either a red or brown plastic frame, and has a bean bag type backing. &nbsp;The sketch board has four animal shapes across the top &ndash; a rabbit, dog, cat, and duck. &nbsp;The multicolored magnetic pen is affixed to the front of the sketchpad. The magnetic sketch boards were sold at Target stores nationwide. Consumers should immediately take recalled sketch boards away from children and contact Battat to receive a free replacement sketch board. &nbsp;Contact Battat toll-free at 866-665-5524 between 8:30 a.m. and 4:30 p.m. Eastern Monday through Friday or visit their <a href="http://www.battatco.com/index.html" target="_blank">website</a>.</div>]]></description>

<description><![CDATA[<div>Anthony, 16, from Northeast Parent and Child Society,&nbsp;is inching closer to representing the United States at the Winter Youth Olympics!&nbsp; The Olympic Committee is scheduling to make the public announcement within the next few weeks.</div>
<div>He impressed various Olympic coaches, placing 10th in a field of 28 international adult skeleton athletes and 2nd among the Americans, many of whom are on the America's Cup Team.</div>

<div>Before arriving in Utah, Anthony competed at Lake Placid, placing 3rd overall.&nbsp; He missed 1st by a small margin and the athlete who beat him was 2010 &amp; 2014 US Olympian John Daly! John has become a mentor to Anthony and is helping him to improve his technique.&nbsp;&nbsp;</div>

These changes will be reflected in Title 18 of the New York Codes, Rules and Regulations (NYCRR) Section 415.9. The updated market rate regulations were filed on July 12, 2011, as a Notice of Proposed Rule Making and appeared in the July 27, 2011, <u>State Register</u>. Social services districts, as well as the public, had the opportunity to comment on the Proposed Rule Making beginning on July 27, 2011 and ending on September 10, 2011. KinGAP provides financial support and, in most cases, medical coverage for the child, beginning when the child is discharged from foster care to guardianship. This booklet informs related foster parents about how they might qualify for KinGAP, how to apply to the program, and the benefits they would receive. It includes a list of factors for foster parents to consider before they apply for guardianship and a detailed table that allows caseworkers and prospective relative guardians to compare the options of adoption assistance, kinship guardianship assistance, and foster care.<br />

<div style="margin: 0in 0in 10pt">Using ARRA funds designated for Independent Living Older-Blind, the Commission for the Blind and Visually Handicapped (CBVH) recently partnered with the NYS Office for the Aging Long-term Care Ombudsman Program to develop a video to inform staff in nursing homes about the effects of vision loss and accommodations which can help residents who are legally blind be more independent and participate more fully in activities.&nbsp;The video, &ldquo;<a href="http://www.ocfs.state.ny.us/main/cbvh/kards.asp"><strong>Working with Older Legally Blind Adults</strong></a>,&rdquo; and a companion poster, &ldquo;It&rsquo;s All in the KARDS&rdquo; were produced by the SUNY Professional Development Program (PDP). Staff from CBVH, the Association for the Blind and Visually Impaired &ndash; Goodwill Industries, Inc. (ABVI) of Rochester, several Directors of Nursing , and Ombudsman Coordinators provided input into the development of the video.</div>
<div style="margin: 0in 0in 10pt">&ldquo;KARDS&rdquo; is an acronym for the five key points of the video:</div>

Each coordinator also received a curriculum, a resource book and a kit of sample adaptive devices to use when training volunteers and nursing home staff. &nbsp;Posters, which highlight the five key points, will be provided for posting in the nursing homes as a reminder to staff. GSC staff recently helped a resident begin his parenting journey with a visit to the hospital to see his new baby. </span></span></strong><span style="font-family: Arial"><span style="font-size: larger"><br />
Throughout the year, the young artists involved in this project studied the history of mural painting up until the present day. Through critical discussions and activities, the young artists chose a theme for their mural, keeping in mind its permanent installation in the entryway of the facility. The final design is a combination of elements of many of the young artists&rsquo; individual works. Themes such as struggle, freedom, the passage of time and the road to success were explored. <br />
<br />
This project was created with funding from OCFS and The Children's Aid Society's LINC program and organized by Artistic Noise is an arts program for youth (13-18) in the juvenile justice system and non-adjudicated youth (14-21) living in the communities we serve.<br />

Six of the dozen youth featured in the exhibit last year have been adopted. </font></p>
<p>New York State Office of Children and Family Services (OCFS) Executive Deputy Commissioner Bill Gettman noted that adoptions from foster care were up 3% across the state in 2010. He reported that in the four counties of the Capital District, there were 89 adoptions in 2010.</p>]]></description>

<p class="MsoNormal" style="line-height: normal; margin: 0in 0in 0pt"><span style="font-size: 10pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-ascii-font-family: Calibri; mso-hansi-font-family: Calibri">A federally funded weatherization program has trained 39 youth in OCFS residential facilities since it began in June 2009.<span style="mso-spacerun: yes">&nbsp; </span>This program has been piloted at the Allen Residential Center, where the sixth cohort recently graduated. The last three cohorts included youth from the Sgt. Henry Johnson Youth Leadership Academy, which shares a campus and administration with the Allen Center in South Kortright, Delaware County.<span style="mso-spacerun: yes">&nbsp;&nbsp; </span>The four-day training program is held in partnership with the state Department of Labor and the New York State Weatherization Directors&rsquo; Association (NYSWDA).<span style="mso-spacerun: yes">&nbsp; </span>The training instructor is<span style="mso-spacerun: yes">&nbsp; </span>Matt Redmond, director of training for NYSWDA, assisted by Ed Dower, building trades instructor for the Allen Center.<span style="mso-spacerun: yes">&nbsp;&nbsp; </span>Youth learn about basic air sealing, OSHA health and safety procedures, installing insulation, and work practices for dealing safely with lead paint. <description><![CDATA[<p>Fraud and improper payments in the child care subsidy program has become a national concern.&nbsp;To improve New York&rsquo;s program integrity and accountability, OCFS recently hosted <strong><a target="_blank" href="http://www.ocfs.state.ny.us/main/Child%20Care%20Subsidy.asp">Child Care Subsidy in New York State: Making Every Dollar Count </a></strong>for leaders in the field from across the state.&nbsp;Jim Bates of Wisconsin&rsquo;s Bureau of Early Childhood Education Fraud Detection and Investigation Unit shared that state&rsquo;s sweeping child care subsidy reforms which resulted in 201 suspended providers and 13 criminal charges. A fraud hotline and over 30 investigators will save as estimated $115 million in two years. Attendees brainstormed throughout the day on ways to improve our state&rsquo;s system. You will have a choice of two options for receiving your Adoption benefits.</span></p>
